Permissions Viewer Governor

Every action declared in permissions.json, the role(s) it requires, who currently holds those roles, and where the action surfaces in the DApp. Toggle Edit mode to propose changes — each pending change is sent as a signed [DAPP PERMISSION CHANGE EVENT] to Edgar, applied by GAS, and audited on the Dapp Permission Changes sheet.
